Minutes for September 25, 2018 Meeting

Following around the table introductions, Rob Z chaired the meeting. The minutes of the previous meeting were reviewed.

KS provided the Treasurer’s Report, noting that to date account was $5,836.40 with a contribution of $275 from the Taiga Hinkley memorial source, as noted by KS and MH.

MH commented that any work to memorialize Taiga should have a practical benefit to patrons of the park. JJ suggested a planting of a tree or similar act would be appreciated. MH suggested the webpage story about any memorial to Taiga might include a photo of him kayaking – one of his favorite activities.

Following around the table introductions, Rob Z chaired the meeting.

Noted first was that fees for the FOGL website and USPS PO Box have been paid and up to date.

Rob also noted providing necessary IRS Schedule A Form information for TY2017.

The minutes of the previous meeting were reviewed.

Noted was that the Taiga Hinckley donation fund (~$8g) was passed on to FOGL funding as intended by the fund, in accordance with his Mother Monica’s instructions. Clarke Gray provided a bio-sketch of Taiga’s several years of good work at his Green Lake Boat Rental business. FOGL thanks Taiga for his contribution to making the Park a great place to visit/be!

Acknowledgement of and information about the good work of Green Lake Stewards was discussed.

Discussion of Green Lake Secchi Disk readings plus lake water temperature readings at the Community Center T-Dock were discussed.

The primary topic of the meeting was to determine FOGL’s path forward and intended tasks for 2018. There was initial discussion and display of updates to the FOGL website and suggestions offered about additional forms of communication with the public at large, e.g. using the several social media websites which discuss lake/park issues.

Following around the table introductions, Karen S chaired the meeting.

Gayle G described the initial purpose/inception of FOGL, as primarily a grass-roots initiative to promote proactive repair of the water quality of the lake as a consequence of several years of severe algae blooms and resultant Seattle Parks Department closure of the lake to human activity.

Discussion continued with whether or not FOGL should continue or disband. If disbanding, FOGL should follow its 501-c3 requirements and properly disperse its treasury as directed by regulations. Further discussion followed.

Richard F and Kathleen Conner provided general comments regarding the FOGL provided “To Do” list, as previously recorded and described in earlier FOGL minutes and records. They described the activity of the FOGL meeting with Seattle Parks and Recreation (SPR) for a walk around the lake to discuss ideas and details of FOGL suggestions.

Rob Z began with discussion of his study to install, in a vandalism resistant manner, a float gauge to monitor and report lake levels over time. This would be at the Meridian Avenue N drain box along the North shoreline. The gauge and its associated equipment would measure and record data over time to assess seasonal weather effect and also the impacts of major constructions sites near the park, as their underground portions alter the natural water table’s input to the lake. Much of the water at those sites, formerly migrating to the lake, is now shunted to municipal drainage as a condition of construction. Financial resources to buy, install, maintain, and analyze the output have not been established. Rob noted if it were Seattle City funds, they would likely be under Seattle Public Utilities budget. There was initial discussion about Seattle Parks & Recreation (SP&R) focus on tree trimming/pruning. The first priority is to prune/remove branches/limbs/trees which present an immediate safety hazard to park patrons. Concern noted that excessive time elapses between a tree falling on open green belt space and SP&R managing its removal, thereby allowing a safety hazard/attractive nuisance to linger on park grounds.

Gayle described the nature of this program and how FOGL became involved, when asked by Seattle Parks and Recreation (SPR) to provide inputs. This meeting was a winnowing of the larger list we previously submitted, to focus on those items we thought most needed.
